The central governance problem is not whether advanced extraterrestrial life exists, but who possesses the authority to judge humanity’s readiness.

Predictions based on readiness rarely identify:

  • who evaluates humanity;
  • what qualities are being assessed;
  • how those qualities are measured;
  • whether the assessment applies globally or only to particular societies; or
  • what event would demonstrate that the threshold has been crossed.

Different writers fill these gaps differently. Some describe readiness as spiritual maturity, others as ethical development, peaceful politics, environmental responsibility or technological progress. Because these standards are neither standardised nor independently verifiable, they function less as predictive criteria than as flexible explanations.

Unlike scientific conditions—such as detecting a signal above a specified strength using defined instruments—readiness lacks operational definitions. There is no recognised procedure by which independent observers could conclude that humanity has officially become “ready”. How Readiness Replaces a Missed Deadline

When an anticipated contact event fails to occur, the readiness explanation allows the forecast to be revised without admitting that it failed.

Instead of concluding that the original expectation was mistaken, believers may argue that:

  • humanity regressed morally;
  • governments remained too secretive;
  • conflict or environmental destruction delayed contact;
  • only a minority of people achieved sufficient awareness;
  • extraterrestrials postponed intervention out of caution.

Each explanation preserves the underlying prediction by relocating the cause of failure from the forecast itself to changing human circumstances.

This differs from a dated prediction such as “a spacecraft will land publicly before a specified year.” A missed date directly contradicts the claim. By contrast, a readiness condition has no fixed completion point. If contact does not happen this decade, the explanation becomes that humanity has not yet qualified.

The result is an indefinitely renewable prediction rather than a forecast with a defined endpoint.

Why the Threshold Cannot Be Measured

A prediction normally becomes informative by specifying observations that would distinguish success from failure. Readiness claims avoid that distinction because the threshold remains undefined.

Several features make measurement effectively impossible:

  • No agreed metric. There is no accepted index of collective spiritual or moral readiness.
  • No agreed population. It is unclear whether readiness refers to every human being, a majority, political leaders or only selected individuals.
  • No fixed benchmark. The required standard may shift as circumstances change.
  • No external audit. The supposed decision-maker—advanced extraterrestrial civilisations—is not available for independent verification.

This creates an asymmetrical situation. Any lack of contact can always be interpreted as evidence that humanity remains unprepared, while any future contact could retrospectively be presented as proof that humanity had finally crossed the invisible threshold.

Philosopher Karl Popper argued that informative theories expose themselves to possible refutation through risky predictions. Claims that remain compatible with every possible outcome provide little predictive content because no observation clearly counts against them. Designing Conditions That Permit Failure Without Admitting Error

From a forecasting perspective, the readiness condition functions as a protective mechanism.

Rather than making one precise prediction, it embeds an escape clause within the forecast itself. The structure typically follows this pattern:

  1. Contact is expected.
  2. Contact does not occur.
  3. Humanity is declared not yet ready.
  4. The prediction remains valid but is deferred indefinitely.

Because the explanation is activated only after the anticipated event fails, it resembles an auxiliary assumption added to preserve the original belief rather than an independently testable prediction.

The condition also absorbs contradictory developments with remarkable flexibility. Periods of peace may be interpreted as evidence that humanity is progressing towards readiness, while periods of conflict become evidence that readiness has not yet been achieved. Both outcomes therefore reinforce the same underlying narrative.
