Why Reports Enter the Active Archive
AARO defines the active archive as a repository for reports that cannot undergo comprehensive analysis because the available information is incomplete or inadequate. Rather than forcing a conclusion from weak evidence, investigators retain these cases so they remain available if additional information later emerges.
Common reasons for placement in the archive include:
- Missing or incomplete sensor data.
- Insufficient metadata, such as time, location or instrument settings.
- A lack of corroborating evidence from radar, other sensors or additional observers.
- Reports submitted long after the event, making reconstruction difficult.
- Image or video quality too poor to support confident identification.

How Archived Cases Differ from Specialist Referrals
One of AARO’s most important procedural distinctions is between insufficient-data cases and cases selected for further technical investigation.
A report in the active archive has not been judged especially anomalous. Instead, investigators conclude that there is too little reliable information to perform a meaningful analysis. The case remains stored for future reference but is not treated as evidence supporting any particular explanation.
By contrast, a small number of reports are referred for additional specialist analysis because they contain enough observational data to justify further examination. Referral therefore reflects data quality and analytical potential, not confirmation that an event involved advanced or unknown technology.

What the Unresolved Totals Do and Do Not Show
The size of the active archive is sometimes presented in public discussion as though it represents a growing inventory of unexplained craft. AARO’s reporting framework does not support that interpretation.
Recent annual reports illustrate the pattern:

These figures demonstrate that unresolved totals are largely a measure of data limitations, not of unexplained phenomena. Reports can remain unresolved because investigators lack enough evidence to eliminate ordinary explanations, not because extraordinary explanations have become more likely.
Why the Archive Can Still Be Useful
Although archived reports are not suitable for definitive case analysis, they still have practical value.
Keeping incomplete reports allows AARO to:
- identify recurring reporting patterns;
- compare later incidents with earlier observations;
- detect possible clusters that may justify renewed investigation;
- reopen cases if additional sensor data or witness information become available;
- improve future reporting standards by identifying common information gaps.
The archive therefore functions as a living database rather than a permanent dead end. A case’s placement reflects the current state of available evidence and may change if new information emerges.
What the Active Archive Means for Claims About Failed UFO Predictions
The existence of an active archive does not provide support for predictions about future extraterrestrial disclosure, alien visitation or other forecast events. The archive records historical observations whose causes cannot presently be determined with confidence because of limited evidence. It does not contain official findings that extraordinary explanations are correct, nor does it postpone judgment until a predicted event eventually occurs.
This distinction matters when evaluating failed predictions. A prediction succeeds or fails according to whether its forecast happens. An unresolved report concerns an already observed event whose available evidence remains insufficient for confident identification. Confusing these two categories turns uncertainty into apparent support for claims that have not been independently verified.
AARO’s reporting framework is specifically designed to avoid that mistake by separating incomplete evidence, cases worthy of further technical analysis, and identified ordinary phenomena.
